Business Cases, Impact Evaluation & Social Value
Evaluate projects, programs, investments and policies against a credible alternative, connecting conventional appraisal with wider economic, fiscal and human outcomes.
Start with the counterfactual
Impact is measured against a credible alternative rather than against zero. We distinguish activity that would occur anyway from incremental effects attributable to the project, program or policy and make those attribution choices explicit.
Connect costs, benefits and system-wide effects
Analysis can combine project costs, timing and risks with economic contribution, fiscal impacts, distributional effects, service-system changes and other outcomes in a consistent evidence framework.
Measure social value at the person level
Where relevant, social-value analysis connects modelled outcomes to changes in health, housing, security, opportunity, participation and wellbeing. Effects are assessed alongside economic and fiscal outcomes rather than as a disconnected score.
Test what the decision depends on
Sensitivity and scenario analysis show how results change with cost, timing, uptake, demand, financing or economic conditions, helping distinguish robust findings from those dependent on narrow assumptions.
Connected capability
One evidence framework, adapted to the decision.
Where appropriate, economic and social outcomes are modelled together through ONEMODEL, with dedicated methodology and case studies available through Social Value Trust.
